Partial Arc Lengths are impossible sometimes

This bug happens all the time when I try to do partial arc length dimensions. I will click the arc, hit "P" for partial, and then my two points. When it shows the measurement, I hover it over to a good spot and it looks fine until I click the mouse to place it there. It always goes oppsite and way out of place! It doesnt matter what points I measure from or which I click first. This is in paper space and I have no problem making partial arc length measurements on points of the paper, but any measurements that are useful it does that.
