Dynamic Block, Draw Order And TextoFront Won't Work Together For Me

Just logged int o the new Autodesk support page and could not fine a forum on Dynamic Blocks specifically, so I am here for help.

I am attaching a PDF file to show what I mean.  It's been frustrating after creating a dynamic block

that the layer order will not function as soon as the block is made dynamic.  I have been creating my

blocks the harder way and still have more to do, so I am here to see if anyone would have an idea on

what to do.

The last time I asked the Autodesk technician, I was told it is a program (Autodesk) issue which I call

a bug.  I have tried the draw order and the Textofront still, no better result.
