Help me make this attribute or something that works

It's time for me to learn attributes, would someone show me how to make attribute of the texts inside the revcloud below the green centerline so if I insert it into this drawing and move it left or right of the green centerline it would show the position as the example 30' on the left and 35' on the right.

Or any other methods that would work.
