instillation error library could not be installed uninstalled

My IT department has been trying to install AutoCad 2014 on my new computer.  It is a Dell Optiplex 9010, running Windows 7 64 bit.  When they do the install they get the error - library could not be installed / uninstalled.  They have tried using different administrative rights when installing and nothing seems to work. 

I showed the requirements for AutoCad to my IT person and he said my computer met all the requirements.  As an aside - I am also not able to access SAP - the financial management system.  I don't know if these problems are related.

Any help would be greatly appreciated.
