Microsoft Inellimouse Explorer 3.0 Scroll Wheel Problem

I have recently received a new Microsoft Intellimouse Explorer 3.0 mouse from my IT section at work. When i use the scroll wheel and then quickly use the  scroll wheel button it does not register the scroll wheel button click.

I use this mouse alot in AutoCAD as it has more buttons that can be customized. The problem is very frustrating as when you zoom in and out then go to pan, pan does not work.
I have also tested this function in Outlook, word etc. and still get the same problem.

Is there a fix for this or do i have a broken product. My IT section said the mouse is fine. But I know it is not.
