Draw order lock? Redefine title block draw order mess up

Hello my proble is this: when i redefine a title bloc or specs block whitch are both in paper space, sometimes ramdom blocks lose there draw order that are in model space. why? and can this be stopped as it is very frustrating when you have to redefine a title block etc for over a 100 master drawing.
