Drawing View Contextual Ribbons not showing (AutoCAD 2014)

Whenever I create a Base View from Model Space in AutoCAD 2014 the base view is properly displayed in paper space but the contextual tab (Drawing View Creation) does not display.  Moreover, when I click on an existing base view, no contextual tab apears, even after I click "Edit View" in the Layout Tab with a base view selected.

If I click on a hatch object, the contextual tab apears just fine.

I am using AutoCAD 2014 with Windows 7-64Bit.  Contextual tabs work just fine when I open the file in 2013.

Any thoughts on this issue?
