OSNAP not behaving as expected

Hi,

I have a problem with AutoCAD 2014 OSNAP.

I have enabled OSNAP and ticked the modes Endpoint, Perpendicular and Tangent.

I drew 3 arcs and want to draw a circle between the arcs, touching them all.
If I leave the OSNAP enabled as is with the 3 modes ticked, everytime I approach one of the arcs and am expecting the Tangent marker to show up, only the Endpoint marker shows.
No matter where on the arc I am pointing, only the Endpoint marker shows.

I tried cycling with TAB, didn't help.

If I press SHIFT and then right click the mouse, I can select Tangent and it works, but it's a lot more clicks.

I can off course disable Endpoint and Perpendicular OSNAP, but after I draw the circle I need those modes to measure distances.

Any help?
