Cut Paste not landing on SNAP

I have a problem when I paste a block, that it is off the snap value by a small like 0.000099939.
I know that Cut with Base Point will work, but why not the following:
Did messup my original drawing template?

Test Setup:
set the dimention precision to 8 places, DIMDEC 8.
set the SNAP On with the value 0.0625 (any)
draw a box 3 x 8 (lines or pline)
draw X & Y dimensions from one of the box's corners to someware in space
Notice the nice numbers are to the snap value.

Cut (ctrl-c) the box and Paste (ctrl-v) it someware in space.

Notice the values are Not exactly on snap.
