Dimension line masked while using \X

We use the \X suffix to show millimeter dimensions below our Imperial dimensions.  As far as I know there is still no fix for this masking problem for as soon as you edit a dimension from its original home location, the texts moves close to the dimension line, thus masking it out.  How come ACAD ignores dimgap the minute you alter to location of the dimension text?  Example:
