Sheet set publishing, dosn't publish all sheets in the set !!!

Hi, I have a sheet set that has 21 sheets , when I publish the set I only get 19 sheets , I tried deleting the sheet set and creating a new one , the same 19 sheets print and 3 sheets won't print .

any ideas ?

I use the option that says Publish using page override.
