Command line not staying docked when I switch between c3d and acad

I have both acad 2014 and c3d 2014 installed (from IDSP suite).

I have workspaces set to not save or restore on startup.

It should have nothing to do with workspaces, I have dealt with them for years.

I cannot seem to find the setting for making the command line docked.

I looked at my profile export since importing it will dock the command line.

I could not did a docked or location property.

anyone know where that state property is held?

It easy to say "workspace", but that cannot be since I am not using workspaces.
