UCS changes orientation in middle of Stretch command

How can I keep my UCS from re-orienting itself in the middle of a command?

 

I have been using AutoCAD since 1986, and I use coordinate entry (or offset distance and angle entry) for a LOT of commands.  This has always worked great for both 2D and 3D projects. I am extremely adept at setting the UCS to be the orientation I need for the 'next batch' of commands, and I USED TO BE ABLE to set the UCS in the orientation I wanted and then bang in the next round(s) of commands using coordinate-entry.  This worked well from Version-9 through Version-2002.  My company finally upgraded to ACAD2013 a couple of years ago; and now my UCS  won't do what I expect.

 

I am now working on a 3D Autocad-2013 layout file in Model Space.  Dynamic UCS is OFF, and UCSFOLLOW and UCSDETECT are both set to 0.  And I set the Options/AM Preferences/Enable UCS per View selection to "OFF".  I have the UCS set with positive X-axis to the right, positive Y-axis up, and positive Z-axis 'toward me' from the plane of the Monitor screen.

 

When I try to use the STRETCH command to re-locate several vertices, the UCS reorients itself in the middle of the command-sequence entry, so the axes are not the same in the middle of a command as when I started the command, so my vertices end up getting moved in the wrong direction from what I intended.

 

This means that I have to "UNDO" the command, then re-run the command, stop to see which way the damned UCS decided to go, and then determine the necessary sequence of coordinates to enter.  (For example, if I want to move vertices UP 1.600"; I run Stretch using a crossing window, and then instead of being able to enter Base-point = 0,0; displacement = 1.6"@90-degrees (or Base-point = 0,0, second-point = 0,1.6"),  I have to LOOK AT THE UCS - (which has rotated minus-90degrees about the Y-axis and then plus-90degrees about the new X-axis), determine which axis is NOW in the right direction, and re-enter my displacement as 1.6"@0-degrees or new second point = 1.6,0.

 

As soon as the command is done, the UCS resets to the initial orientation. 

 

What can I do to TURN OFF THE DYNAMIC UCS BEHAVIOR AND GET IT TO STAY ORIENTED THE WAY I SET IT? 

 

As I mentioned above, I already tried researching the issue on this site and the suggested 'solutions' do NOT cure the problem.

 

Does anyone know how to make the *#$%@# UCS keep the orientation I set it to?
