Plotting to HP now scales by 50%

So after getting the office running on 2014, one of the guys had an error while trying to plot to our HP T790 plotter. It was telling him that the pc3 file couldnt find the printer listed or something similar.  I attempted to plot from my machine using the same plotter. ( same plotter for which the plotter folder along with its pmp folder are located on a shared network location)  I encountered the same error, which was kinda strange because I had 2014 installed on my machine for over a week and had been printing fine. I had seen this issue before while doing a previous update to autocad years ago and thought that the first thing i would try was to simply re-create the pc3 file for the plotter from within 2014 and replace the old one. well, since i was creating a new pc3 file I thought I may as well download the latest and greatest driver for the plotter from HP and use that as we have been creating plotters on individual workstations with the same driver for a while. Might be a bit more work for me, may need to go around and install the new driver on everyones computer, no big deal. So I removed the existing hp plotter(s) from my machine had two, an HPGL2 as well as a PS3, and added the HP T790 HPGL2 plotter back on my system with the latest driver. Then proceeded to create the pc3 file on the network. All went according as planned however while attempting to plot a ARCH E1 (30x42) sheet to make sure all is working it spat out a half sized version. thinking i had a setting wrong tried again. same result. Everyone else can plot fine with the new pc3 file and without the neeed to update everyones HP driver.  I have uninstalled re-installed, tried old drivers new drivers, new pc3 files all same result. while plotting to the HP plotter it scales the output by 50% no matter what size sheet its plotted to always 50%. My other printer (an office copier) works fine.  Anyone ever run into this before? if so I am dieing to know if you you were able to resolve the problem.

AutoCAD 2014 (aswell as previous 2012 install) standalone 

intel Core i7 @ 3.4

12 GB ram
