Top UCS different from World UCS, why?

Hi there,

      In the drawing I'm working on, the Top UCS is in a different place than the World UCS.  So every time I set the view to Top, the UCS jumps around to the wrong place.  How do I reset it to be at the same place as the World UCS?

And I mean permanently, not temporarily until I switch views again.
