Ctb file prints abnormally thick lines.

I made a ctb file that prescribed every color a lineweight in rows of brightness (the color chart).  

Middle two lines are brighest at 0.50, next two lines less and less until the darkest rows, at top and bottom are 0.00.  This allows depth of field when you draw. something I've never seen anyone do.  So, darkest, most fore-ground items are brightly colored, and lightest, most-distant items are dark.

This is a new install on a new computer, and when I print I receive this error-the lineweights are not properly shown.

Is this caused by annotation scales?
