Double Click Actions not working

My double click actions are not working.  I'm using AutoCAD 2014.  My settings are:

PICKFIRST = 1

DBLCLKEDIT is ON

QAFLAGS = 0

I have my main menu and ACAD as the partial menu.  My menu has no double click actions.  I expect the double click actions to be picked up from the ACAD menu.  It does not.  If I transfer the double click actions to my menu then it works.  I should not need to do that, right?
