Changing layers in the Properties palette

In C3D, I've been able to change layers in the properties palette.  Normally, I would select an object(s), go to the properties palette, click the layer dropdown twice, and then type the name of the desired layer.  Now in C3D2014, some objects will not change to the layer that I type in.

 

For example, if I select objects and try to change the layer, they do not change to the layer in the sequence I type it in.  When I click the layer dropdown twice, and type in "C-TOPO...", instead of putting it on C-TOPO, Autocad tries to put the objects on layers beginning with C* first, T* next, O* next, P* next, O* next, and so on.  It also varies from object to object.  Is there a setting or way to fix this?
